Well, a cloth and a bottle of alcohol will be enough. Buy a bottle of alcohol from a shop or drugstore, and use a clean cloth with alcohol to clean the brush ferrule and handle; you will find that the glue remnants can be easily removed and the ferrule and handle become shinning.
